To revise the master plan of Voyageurs National Park, and
for other purposes.

Be it enacted by the Senate and House of
Representa
-
tives of the United States of America in
Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited at the "Voyageurs
National
Park Revitalization Act of 1995".
SEC. 2.
The Act entitled "An Act to authorize the
establishment of the Voyageurs National Park in
the State
of Minnesota, and for other purposes",
approved January
8, 1971 (84 Stat. 1971), as amended, is amended
by add
ing the following new section at the end of the
Act:

"REVISION OF MASTER PLAN
-
"SEC. 501. (a) PROHIBITION
OF WILDERNESS DES-
-
IGNATION.-The Secretary shall not take any
action to
-
further the designation of any area within
Voyageurs Na-
-
tional Park as wilderness under the Wilderness
Act (78
-
Stat.890).
-
"(b) RECREATIONAL ACTIVITIES. —The
Secretary
-
shall permit access and use of motorboats,
aircraft, hiking,
-
and skiing, on all major lakes and bays within
the park
-
and at least the following interior
lakes-Beast, Cruiser,
-
Oslo, Locator, War Club, Quill, Loiten,
Shoepack, Little
-
Trout, and Mukooda.
-
"(c) SNOWMOBILE USE. —Notwithstanding
any pro-
-
vision of law, including but not limited to the
Endangered
-
Species Act (87 Stat. 884), the Secretary shall
permit ac-
-
cess and use of snowmobiles to the lakes listed
in sub-
-
section (b) of this section.
-
"(d) STUDY ON FUTURE
DEVELOPMENT. —The Sec-
-
retary shall undertake a study on the cost of
constructing
-
and maintaining additional cross-country ski
routes, snow
-
mobile trails, hiking trails, camp sites, and
overnight ski
-
huts to allow access to and use of the lakes
listed in sub
-
section (b) of this section. The Secretary
shall complete
-
such study and report to Congress on the
results thereof
-
within six months of the date of enactment of
this Act.

"(e) HOUSEBOAT USE. —The Secretary shall
author-
-
ize at least 200 houseboats to operate within
the bound-
-
aries of the park.
-
"(f) REVISION
OF MASTER PLAN. Within
one year
-
from the date of enactment of this Act, the
Secretary shall
-
revise the master plan for the park to
incorporate changes
-
mandated by this Act."
