The International Joint Commission: United States & Canada Founded in 1909, the function of the International Joint Commission (IJC) is to find solutions to problems relating to the many lakes and rivers in and adjacent to the border. For example, the IJC in 1972 signed the initial agreement regulating water quality between the two countries. HR-1310 (and some other proposed legislation) would have raised the water levels in certain lakes of the BWCA. The IJC, however, has complete jurisdiction in these matters and therefore any water level changes are subject to an IJC ruling.
